    The only way to check is if the dev added a change log on Windows Phone Apps+Games Store (United States)

    You could also directly ask the devs via Twitter/email.

    And very rarely you'll find a dev that posts change logs on their own website.

    when you see all the apps in the list for updates, click each one and usually they tell you what was updated
