Both devices had Bluetooth enabled and NFC turned on prior to Tap+Send. My friend has a Galaxy Nexus, and when we tapped, he got a tag of my picture, but not the actual picture. Is there a reason it isn't working? Microsoft said it is supposed to work.

I have not tried it with a nexus but I have done My L920 to another L920 and My L920 to my Sony Laptop no problems.

Large file transfers only work to other WP8 devices.

You can send simple text to other non-WP8 devices but not binary data. The reason for this is that the handshake protocol used in WP8 to establish the bluetooth connection and send data is only used in WP8.
