ok. it's stuck on the shut off screen. it says slide down to power. off. and the slide down part is all the way at the bottom of the screen.

i have tried holding down the power button to no avail. and it's just stuck.

edit. oh i figured it out.
hold down power and volume down and it reset.

Sounds like your phone locked on you. That is an issue many have had. :(

"Many" haven't had it. This is the first I've read of it (and incidentally, the reboot sequence is the same on WP 7.5 as well, for those still on Mango).

Hold the volume down button, and hold the power button until the phone vibrates and reboots. This will force the phone to reboot.
