Try the Nokia store. There should be an app to transfer contacts. AT&T might have one in there collection also.
On a side note, I find it better to keep contacts in either Gmail, Hotmail, Outlook, or even AT&T, so you always have your contacts, regardless of the phone or device.

You can try Contacts Transfer from Nokia on the phone.
If your Android phone was syncing contacts to your Google account, you can just add that account to your Windows Phone. If you want to migrate the contacts to your Microsoft account, you can check out this article:
