There are RT apps showing up in Windows 8 market already. These apps are Metro-styled file explorers for Surface RT. If they can exist on RT, I am sure they will eventually start showing up on WP8. The days where all these "missing" features are added to WP8 via apps aren't far away!

Pretty much impossible to get it working using Store-approved methods, probably out of the question even for homebrew. Cross app communication is handled through limited URI associations that are not built for apps to send notifications to a notification centre app in the background, and you don't get access to (toast) notifications of other apps.
At the very most, it will be hacky (probably using some sort of transfer other than URI, might be something silly like using EXIF data on an image) and will require apps to explicitly code for that notification centre. Not worth the effort, IMO. - 11-03-2012, 07:53 PM #7
Microsoft is already working on a notification center and they said they didn't put it in Windows Phone 8 because they ran out of time. An update is being made to add notification center:
