Been keeping an eye on this, he's one of the keynote speakers part of a specific presentation (I forget the subject). When Nokia announce a formal press conference there it may be time to get excited ;)

It's a panel. Like all of the other official keynotes inside MWC.
There's no announcement in them. If you read about the keynote session Elop will be taking apart, he will do it with 3 other CEO's and it's about mobile future.
Announcement in MWC are always done in separate events in the first day or before MWC. Coming from somebody who has done couple of MWC's. :)
Could it be that Elop may again join hands with Meego
