One of my biggest concerns is the GPS navigation. I don't want to have to pay ATT every time I want to use a feature that's already built into the phone. Is it possible to use the GPS with out having to pay extra? I went by my local ATT store to check out the Tilt2 but they didn't have them set up with sims, so I couldn't really check out the data stuff.

So long as you're cool without 3D turn-by-turn, you should be good with Bing or Google maps. But beware of some of the more recent problems.

I'm fine with the google maps, that's what I used on my G1 (just sold it on ebay) Does Bing Maps plot a route for you? I'd like to try that.

Bing will plot a rought and give you turn by turn directions

there are unlocked variants of the touch pro2 and you might be able to fins a tilt2 on ebay thats already unlocked. You can fins an unlock service on ebay as well. Thats how I unlocked my treo 650 way back when to use on cingular (it ws an ATT Wirless even tho it was sold to me as a cingular) No biggie.

Unless you're planning on switching from AT&T or going out of the country soon, locked should be fine. Best deals still seem to be through CS, not online or at a store. If you've been with them awhile the CS person may even be able to mark your record to have a store unlock upon request.
As for GPS, you might want to look at Amaze GPS -- I haven't fully tried it yet, but it's free & does turn by turn.
