Any way to smooth it out? Ive already installed all available TPLs and even turned on Accelerated Graphics in IE10 options. No other sites I visit suffer from this.

I haven't noticed that myself but have you tried clearing your cache?

I would also assume it happens just because ita running on the browser. Mine could be. I just don't pay much attention or possibly not as much as you are. Its completely up to Facebook to increase performance with WP devices, or better. Create an official app.

If you don't notice it then its not happening on your Surface. As far as WP, Facebook scrolls smoother than butter on IE on my L920 and VAIO laptop (windows 8). So its just isolated to IE on my Surface.

Its fixed! I was experiencing a general video playback problem and decided to "refresh your pc without affecting your files" under settings/general and it actually helped with scrolling as well as video. Thank you for your help!
