Check it out, SNES8X is released for Windows RT today and it's free! No xbox controller support just yet, but it runs great! However touch screen controls do cause games to lag, but they work fine with the keyboard!

yeah this needs controller support!! ... but its such a good first release. to be honest this is the first emulator that has worked really well for me period. I think just cause I don't have to use touch with it!! I dunno something about playing older games you just need buttons!

how do you get the controller connecteD? can you use a wireless controller and plug using the usb battery cord for the battery pack? or does it have to be a wired controller?

If you have a wireless controller you need to get a USB receiver for it. If you don't have one, you can get a USB Wireless Receiver here. A Wired controller will work fine as is.
The USB Battery Cord will NOT work with the Surface since that cable only charges the device and does not actually send data over it.Check out my youtube video reviews of games and apps for Windows RT @ WindowsRTReview

You can play two players as well, if you have 2 wireless controllers.
