In Xbox music on my surface of gives me the option to purchase an album. But how do u buy individual songs?

Select the album you want to play. When the songs on the album pop up within the white menu, highlight the song you want and swipe the bottom of the screen. You will see the option to play the song to Xbox, download, or buy the song. Click the buy button and the song is yours.
