You can try bluestacks on your Windows 7 machine also.
It would work just like any other PC would

Looks like they now have a Win 8version for the Surface Pro. I installed it and it works great.
I tried it on my pro and could not get it to work, was not working for me. I am impatient and did not have time to really test it, but would love to get the hundreds of games I paid for from G play on the pro to work. I will try it again some other time. so basically my post is useless.:sweaty:
Is it fluid like an actual android tablet? I'm running it now on my PC with a mouse and keyboard and I feel like it would be spotty on a touch screen unless there is a multitouch UI
I tried it on my Pro today and although it sorta works the touch is way off most of the time and it's VERY unpredictable... If they can get the bugs worked out with it, it would be a cool emulator to have on the Pro.
It will get there. The Android emulator on BlackBerry Playbook/BlackBerry 10 phones is now quite decent. In fact the entire Skype app used on BB10 will not be native, but will actually be a Android port.
