I live in Lithuania (Europe) and I would like to buy Focus S. Well, I wanted to ask if it will work with my simcard, not AT&T one? And will I get it with working tethering? I am thinking about buying it without contract, full price. So will it be locked down to just at&t use? Also, where could I find Focus S for the lowest price? :)

Yes, if you unlock it. Will cost about $20.

That's totally carrier dependent. Ask whoever your provider is if they offer data plans for Windows Phones and if that includes tethering.
