Not sure I understand the differences between the phones that make the 4S $199 on contract, and the Flash only $49.

The Focus S has a slimmer design, a bigger screen being 4.3' while Flash is 3.7'. also the Focus S is a Super Amoled Plus Screen, while the Flash is just a regular Super Amoled, The S has an 8mp Camera while the Focus S has a 5mp Camera.
