That is HTC Sense, so basically a HTC-only app, much like the "Now" app for Samsung Focus.
Kinda wish Nokia has an app like this too

Who knows how to code?... this could be a great business venture. All I know is little Java Script but it can't be hard to make a simple clock tile, can it? Think about it, at a dollar a pop we could easily make a few grand over the course of a couple of months. Who's with me?
