Currently it is not an option that is available. You can load in custom ringtones for calls but that is about it at the moment.

Any ringtones in the phone may be selected by the built-in alarm app. Whether or not a 3rd party app can access them is between Microsoft and the developer of that app.

You can't root a non-Android device. It's completely impossible because nothing else has a Linux kernel (well, maybe MeeGo). A developer unlock provided some access to the file system and registry, along with side-loading content in Windows Phone 7.x. I think this may have changed with Windows Phone 8.
