You need to download an app that has Live App feature. Currently what we have right now in the market is HTC Weather app which does not accessible through Lumia.

The weather channel small live tile in nokia 920 does not work anymore after the last update.

Weather is not an option in the lockscreen to select in nokia 920.

Do you know any weather apps that does this?

You can follow the instructions here:
Add a weather forecast event to iCal | Macworld
to add weather feed to your hotmail calendar and then sync it with your phone.
Then weather info will appear in the lock screen as event...
