So, if I flash my Lumia 900 from 7.5 t o 7.8, will I keep my apps/settings? Or will I have to re install everything? I don't mind doing that, I just want to make sure that I'll still be able to have access to my apps and everything else.

Yes, you'll have to reinstall everything but you just go to the marketplace and re-download your apps.

No, it never charges you twice for the same app.

If you have apps that have been taken off of the market place(i.e Bandwidth) you may want to wait for the update through zune.

For apps that has been pulled Cybersonic is correct. Bandwidth (in this particular instance) however has not been pulled. It is merely hidden and can be snagged from here:
