When I turn the lumia off and plug it in, it powers on. Should I be able to charge my phone when it's turned off?

all windows phones have to be on to charge. and if you plug in your phone while your phone is off, it will turn back on.

If you want your phone to act like it is off, put it in airplane mode/ or just put it on silent.

Believe it or not there's a reason for this, though it may not be the only reason. In zune you can setup wireless sync where your phone will sync with your PC after being plugged into the wall to charge for a few minutes. Basically I almost never plug my phone into the computer thanks to wireless sync.
