Since this is my first WP i was wondering after you download updates for Apps and System settings or whatever should i power down the phone and start it back up? Kinda like a "restart" for these updates to take affect?

Like this morning i had a update for "display+touch"??

You shouldn't "have to" but I usually do anyways

If a reboot is necessary, the instructions to do so will come with the update after it downloads. Otherwise I wouldn't worry about it.

I'm still wondering what the trick is to getting update notifications.

No trick really, it should show up on your market place tile, keep in mind that not everyone gets the notification at the same time, it could vary up to 72 hours depending on location and region
