I followed the instructions here Add or create ringtones | Windows Phone How-to (United States)

I made sure they're less than 1mb, 40 seconds and mp3 format and changed the genre to "ringtone" but they still don't show up in my ringtones. I know they've been synced to the phone using the Windows Phone Mac app.

Edit: Also is the process the same for notification sounds?

You can't change text or email tones just yet.

Yes I was but it wouldn't work so I used Parallels to run Windows 7. I dragged and dropped the ringtones into the folder and they showed up but only for the ringtone, can't use them for notifications like you said.
