Only way to find out is if you unlock it and try to use att 4G

Well I've read something on Tmonews that the Lumia 810 is so I assume the 8X is as well since they have the same chipset.

Wait, are you talking about T-mobile HSPA+ network? If so then yes its "4G" on T-Mobile

Not sure...I have the 4G symbol on phone. I thought I read somewhere you would have a H+ if you were using HSPA+?
