I signed up for the Windows Phone Dev Center Annual Subscription during the time where they said it would be free...you still would be charged the $99.00 but in a short period of time. it will be refunded. I've still not received the refund and I've talked with two different billing departments at Microsoft and no one knows how to help me or who I should talk to. When I got transferred again, I had no options for billing.

Any suggestions?
